monitoring of RVSM

Introduction Reduced Vertical Separation Minimum (RVSM) between flight levels 290 and 410 in the ICAO (EURASIA RVSM region) eastern European region significantly increase the airspace capacity and reduce the fuel consumption of 2-4% by the use of aircraft economically profitable levels. At the same time, reducing the minimum vertical separation minima required to establish a permanent monitoring (monitoring) of height-keeping performance of aircraft.

In accordance with the requirements of Annex 11 to the Convention on International Civil Aviation, the Russian Federation has claimed responsibility for the execution of a Regional characteristics Control Program altitude control of aircraft of all types of aviation (monitoring) flying in conditions of reduced vertical separation (of RVSM), and the organization its execution. The program is implemented for the region EURASIA RVSM, which includes the following countries: Kyrgyz Republic, Kazakhstan, Tajikistan, Uzbekistan, the Russian Federation and Turkmenistan.

By order of the Ministry of Transport of Russia from May 3, 2012 № 125 and the Federal Air Transport Agency of the order of 13 December 2010 number 548 in the State Research Institute of Civil Aviation established a structural division "Regional Monitoring Agency" Eurasia "(PMA" Eurasia "), entrusted with the tasks of the Program control.

The objectives of the work of the PMA "Eurasia" under the control of the Program are:

  • issuing control process efficiency / receiving aircraft tolerances for flying in a space with RVSM;
  • monitoring the effectiveness of the work to modify the height of the measurement systems and the results of these studies with the established requirements;
  • control cases, and the values ​​of deviations from a predetermined height, including large deviations;
  • evaluation value and stability altimetry system error (ASE);
  • safety assessment in RVSM airspace and the analysis of the causes of a possible increase in the risk of accidents when operating in RVSM airspace.

Currently, there are the world's 13 monitoring agencies with which the PMA "Eurasia" constantly interacts. PMA also "Eurasia" is working with airlines, government authorities and the ICAO Regional Offices.

Since February 2016 PMA "Eurasia" in order to implement the decision of the European Air Navigation Planning Group (EANPG) 56/32 carry out work on the Bulletin of the sun PMA / Airlines flights in RVSM airspace without having access to such flights.
