History Institute

NODTS - NC Department of Internal Affairs - NEC AUVD GA - MNETS AUVD - Research Institute "Air Navigation" are the main stages of development in civil aviation Soviet unique research institution that integrates conceptual research, development and support of the creation, testing, implementation in civil aviation and technical operation perspective means and air traffic control, navigation, landing, communication and surveillance.

Scientific and experienced dispatch center - NODTS was created as part of the Research Institute of CAF in September 1958. It was one of the world's first scientific-experimental organization in the field of ATC. The structure NODTS during its formation included a small number of group of highly qualified experts in the field of practical traffic management, technical maintenance and improvement of dispatching equipment.

Knowledge and energy of employees NODTS not slow to affect the results of their work: in the period of NODTS - from 1959 to 1966 for the first time in the history of civil aviation of the USSR, at the initiative and with the participation of NODTS experts have been created, tested and began arriving in airports GA range of standard panels air traffic controllers 'Keypad-1', wired hands-free telephony and "Acorn", the unit of photographic approaches, DF-1, remote radar indicators for airfield radar. According to the requirements developed NODTS, began the creation of the first ATC - aerodrome "Mark" and en-route "Center-Area-1", as well as mass standardized equipment TV display radar data "String-B" and means secondary radar "Twin-T" and "Root". The development of traffic control simulators and multi-channel recorder. At the same time, the first time in the GA was developed and began to take a single air traffic controllers working in ATC technology, based on the division of airspace and air traffic control organization in different areas.

Between 1966 and 1974, expanding the range of tasks and achieving widespread introduction created by technical means and technologies and ATC regulations, NC police department tested and introduced on the route Moscow - Leningrad district ATC "Center-Region" ensure the development of a modern aerodrome ATC " start "(Vico AGR), that after a successful test in 1977. beginning to be widely used in the most congested areas airfield.

Received the mass distribution in the district and airport centers ATC television equipment "Bar-B", was carried out development of new radars "The Rock", "Rock", "Screen 2", new funds wired "Walnut" connection, several types of VHF and KB radio stations, automated VHF direction finders with a large number of channels. The service traffic airports have started to arrive dispatching trainers "UKTD-6A" (then its modification "Entry").

January 14, 1974 Research and Experimental Center of air traffic control automation (AUVD NEC) was established on the basis of scientific management, air traffic control center and a number of other departments of the State Research Institute of Civil Aviation (State Research Institute of Civil Aviation). At NEC AUVD entrusted with comprehensive solutions for the development of principles, tools and methods of a single unified system AUVD civil and state aircraft.

An important contribution of the Center to the development of the system of Internal Affairs is the rationale for the creation and practical implementation of the Unified Air Traffic Management System (EU ATC) throughout the country, which contributed to improving the structure of the air space and the network of air routes, closer cooperation between the main consumers of the airspace in the creation and implementation funds and flight support systems.

At the same time NEC AUVD spent a large complex works in the ATM process automation programs in the country. All currently operating in the district, traffic junction and aerodrome ATC developed and implemented with the direct participation of experts of the Center.

Wide front were working on the development and introduction of new means of radar.

Since 1974, the Center carried out work on a new generation of ground and air communications, as well as means of radio direction-finding. At this time, it created a family of radio communications and radio direction-finding MB range, designed to work in a variety of operating conditions for MVL airfields and large main airports, as well as in the ATC.

Combining the Center specialists in ground and airborne equipment has helped to promote the work of a new generation of complex flight and navigation equipment for the Il-96, Tu-204, Il-114 and the new helicopters based on the use of digital technology. Among the most important areas in the Center's activities include research to ensure high reliability and maintainability of ground and airborne equipment used for ATC, navigation, landing and communication.

In the period from 1980 to 1990 greatly expanded international cooperation NEC AUVD with the International Civil Aviation Organization (ICAO), organizations and firms, leading research a wide range of ATM problems. In 1979, NEC AUVD received the status of the International Research and experimental ATC center.

May 25, 1990 Research and Experimental Air Traffic Control Automation Center (NEC AUVD) was transformed into the State Research Institute of Air Navigation "(Research Institute" Air Navigation ").

An important result of the Institute's activity is a timely work on the translation of the Unified ATM system to a market economy. Complex research was carried out and then implemented measures Po creation of the State Corporation for Air Traffic Management in the Russian Federation (ATM Corporation).

Simultaneously we conducted intensive studies on the development of standards and principles for the functioning of a fundamentally new techniques and technologies as applied to Russian conditions, and to harmonize them countries in the framework of ICAO.

The Institute is continuously conducted studies to substantiate the need to introduce in the ATM safety management system of air traffic. These works, designed in the form of working papers at ICAO, formed the basis for the adoption of the ICAO 11th Air Navigation Conference (2003). Implementing the requirements of these systems in all ICAO member States. At the same time we developed comprehensive ATM security model, which is reflected in the guidelines of ICAO documents.

In order to solve more complex problems of air navigation related to the introduction of new technology has replaced the outdated complex HIL "Seth" in the modern complex MC ATC.

Studies carried out on the implementation of ICAO CNS / ATM concept of perspective showed that within the existing EU ATM introduction of new technology does not provide significant advantages. The concept of modernization and development of the system has identified the need to move to a system of a higher level of hierarchy - the Federal Air Navigation System. During 2004 - 2007 years. It carried out a number of activities aimed at improving the EU's ATM system in its transformation of a higher level - the Air Navigation System of Russia.

A national operational concept of air traffic, taking into account the decisions of the 11th ICAO Air Navigation Conference. The implementation of the operational concept will provide the EU ATM compatibility with international civil aviation in the long term. The concept and plan the development of systems of communication, navigation and surveillance systems for the Russian Federation ATM Strategy and Action Plan to improve the organization of air traffic services at altitudes below the lower tier.

Practical works should be given comprehensive research and development centers in the EU enlargement ATM and work to improve the structure of airspace and air traffic in the Moscow EU ATM area.

Over the past five years, the Institute conducted a full cycle of the required tests and their results, the Aviation Register of the Interstate Aviation Committee issued 50 certificates or approvals on the component parts of avionics for aircraft and helicopters of various types and classes. Conducted comprehensive tests of ground-based and airborne CNS / ATM-based satellite technology to implement the approach using GNSS, automatic dependent surveillance area navigation.

The Institute continues to carry out work towards the creation of new funds CNS / ATM, the introduction of advanced procedures of air navigation services to airspace users RNAV notification procedure for the use of airspace, the reduced vertical separation standards, traffic management systems on the surface of the aerodrome.

Performs scientific support manual flight navigation and avionics aircraft, improving the operation of aircraft in terms of airborne equipment, the admission aircraft for use with modern technologies - in flight in the airspace with reduced vertical separation, to fly with the system early warning approach land, and others.

Recent and future development of aviation and air traffic pose new challenges to the Institute for the scientific support of creation and development of the Air Navigation System of Russia, the development of its organizational structure, improve the use of airspace and air traffic, introduction of new technologies, updating technical EU ATM base. History, experience, qualification of employees, the level of management and organization of work inspire confidence in the readiness of the Institute to address these challenges.
